Maj. Kellie Brennan tells MPs that retired general Jonathan Vance believed he was untouchable.
Late Thursday, the woman at the center of the sexual assault lawsuit against the country's former top military commander gave explosive testimony to a House of Commons committee, making new accusations regarding retired general Jonathan Vance's personal life and behavior.
Maj. Kellie Brennan, an army staff officer, told the status of the women committee that the former chief of the defense staff found himself "untouchable" and that he fathered two of her children but does not help them.
Vance has yet to react publicly to any of the allegations leveled against him since they were first reported by Global News in early February, including the most recent allegations.
Separate accusations of corruption against Brennan and another unnamed woman have been leveled against the former defense chief. Military police are investigating whether his relationship with Brennan, a former subordinate, was improper and in violation of military policy.
He's still being investigated for allegedly sending a racy email to another woman, who was a junior non-commissioned officer at the time, almost nine years ago.
Brennan painted a picture of Vance as a senior leader who behaved with impunity, both professionally and personally, in her testimony to the committee.
Vance allegedly told her on many occasions that he had Defense Minister Harjit Sajjan under his thumb.
"Those were personal remarks," she said. "I'm not allowed to speak about their working relationship. That was not something I was aware of."
However, there was some skepticism about that part of her testimony. Brennan said she, Vance, and Sajjan all worked in the same neighborhood in north Toronto, Downsview.
Sajjan, a retired reserve lieutenant-colonel based in Vancouver, told the House of Commons defense committee a few weeks ago that he had never served in Toronto in any capacity.
The most damaging new accusation was her assertion that Vance was the father of two of her eight children, but that he declined to take responsibility for them.
